Evgeny is one of Russia’s most prominent litigation lawyers and regulatory experts. He leads the St. Petersburg Litigation Practice, representing both domestic and international clients. Evgeny specializes in litigation related to real estate and construction, corporate governance, bankruptcy and restructuring, as well as banking and finance.

He has extensive experience representing clients in multi-billion-dollar proceedings in international commercial arbitration and before foreign courts.

Key highlights of his recent work include:

  • Representing TOTAL in international commercial arbitration to recover over USD 30 billion in losses due to an alleged breach of an agreement to develop subsoil resources in the Saratov and Volgograd regions.
  • Representing Russia's largest bank, Bank Saint Petersburg, in litigation worth over USD 500 million in the London High Court, as well as coordinating numerous litigations in France, Bulgaria, Cyprus, and the British Virgin Islands related to the enforcement of Russian judgments to recover debts under a loan agreement (asset tracing, interim relief, judgment recognition, and enforcement).
  • Protecting the interests of the Pulkovo airport operator, 'Air Gateway of the Northern Capital', in a high-profile environmental dispute with the Department of Rosprirodnadzor for the Northwestern Federal District concerning compensation for damage allegedly caused to a water body.
  • Representing one of the largest pulp and paper companies in numerous legal proceedings in St. Petersburg against government authorities.
  • Representing a major oil company in court regarding a challenge to the results of Rosprirodnadzor’s investigation into an environmental breach and claims to impose environmental fees amounting to RUB 1.4 billion.
  • Representing Russia’s largest aviation company in a precedent-setting dispute to recover 200,000 bonds that a broker unlawfully siphoned off to an affiliate, as well as the associated coupon payments.
  • Representing the interests of a leading Russian lifting equipment manufacturer in an unprecedented dispute with a German company regarding the recovery of funds under a contract, involving a prorogation agreement for dispute consideration in the Court of Dresden (Germany).

Evgeny has extensive experience in protecting creditors in bankruptcy proceedings, successfully challenging debtors' transactions, holding debtors' controlling persons liable for subsidiary liability, and providing overall counsel on debtors' bankruptcy. His related highlights include:

  • Representing the founders of Russia's former second-largest air carrier, Transaero Airlines, in a high-value insolvency case where creditors’ claims totalled over USD 4.2 billion; representing the founders in subsidiary liability proceedings with claims exceeding USD 3.8 billion—an unprecedented amount for such cases in Russian courts; representing clients in challenging the debtor’s transactions and document request proceedings; and representing a founder of Transaero Airlines in an individual bankruptcy case.
  • Representing the client’s interests in the bankruptcy of a Russian dairy producer, including related cases involving fraudulent schemes to obtain a loan of over USD 200 million from a large state bank.
  • Protecting the interests of the bankruptcy creditors of Energocapital, formerly one of the largest brokerage companies in North-West Russia, in a dispute to hold the opposing beneficiaries liable for RUB 3 billion in subsidiary liability.
  • Representing the interests of Global Metcorp, part of an international group of steel brokers, in the bankruptcy case of LLC Torex (formerly one of the largest steel suppliers). This work included defending the client’s interests in disputes over the inclusion of its claims in the register of creditors for over RUB 900 million, challenging the contract between the bankruptcy trustee and the debtor, subordinating friendly creditors' claims with the debtor, and seeking the cancellation of judicial acts related to the unlawful approval of the bankruptcy trustee.
  • Representing one of the largest Russian developers in a dispute to gain control of one of the largest shopping malls in St. Petersburg as part of a series of lawsuits concerning the division of the shopping centre, as well as during a complex bankruptcy procedure (with claims exceeding USD 100 million).
  • Defending FSUE Morsvyazsputnik, the sole provider of INMARSAT satellite communication services in Russia, in the bankruptcy proceedings of its counterparty, GLONASS North-West.
  • Representing Unicosmetic, one of the largest cosmetics companies in the Russian Federation, in bankruptcy proceedings against its counterparty, a large regional purchaser of the company’s products. Under Evgeny’s leadership, EPAM Attorneys represented the client’s interests at all stages of the bankruptcy procedure: inclusion in the register of creditors, challenging the inclusion of competing creditors, disputing suspicious transactions, and representing the client’s interests at general meetings of creditors.

Evgeny oversees the development of the St. Petersburg Real Estate and Construction Practice. He advises clients on real estate and construction matters and defends their interests in disputes over government contracts, construction agreements, and disputes related to investments in construction and lease agreements.

His notable highlights are:

  • Comprehensively representing a leading Russian diversified group operating in infrastructure construction and defending the client in dozens of legal proceedings arising from the construction of Russia’s second-largest sports facility, worth around USD 1 billion.
  • Representing one of the largest Russian construction groups in the bankruptcy proceedings of a major infrastructure facility in North-West Russia, where actions resulted in the theft of RUB 1 billion. The project included challenging transactions made with a group of dummy corporations controlled by the debtor’s managers to remove fictitious claims from nominal creditors and take control of the bankruptcy proceedings.
  • Advising a city-owned company responsible for a motorway tunnel construction in a dispute worth USD 790 million before the ICAC at the Russian Chamber of Industry and Commerce, arising from the termination of a concession agreement.
  • Providing legal support for a strategic project in St. Petersburg for the integrated development of residential buildings, including a dispute over the termination of a contract due to the failure to fulfil an obligation to construct engineering infrastructure facilities.
  • Representing one of the largest Russian developers in a dispute with the St. Petersburg authorities over the implementation of several residential development projects, as well as in litigation concerning the reconstruction of a historical district.

Evgeny advises on the restructuring of company assets and represents clients in associated disputes. He also has the necessary qualifications and extensive experience in private client services, including the settlement of family and inheritance disputes.

Evgeny was involved in amending the Law 'On Insolvency' and the Law 'On Insolvency of Credit Institutions', as commissioned by the Deposit Insurance Agency, amendments to the Law 'On Competition Protection' (specifically related to the unfair competition section) within the FAS of Russia’s task force, and amendments to the Russian Civil Code concerning trademarks, commissioned by a large FMCG company. He also participated in task forces to improve arbitration laws.

Evgeny is the founder of the St. Petersburg Judicial Lawyers Club, which brings together leading litigators in the Northwestern region to exchange opinions and best practices in the industry.

For many years, the leading Russian ranking Pravo-300 has recommended Evgeny in Band 1 for Arbitration, Bankruptcy as well as Real Estate and Construction. The international ranking Best Lawyers 2021 recommends Evgeny in the fields of arbitration and mediation, litigation, appellate and cassation practice, as well as bankruptcy, reorganization, and real estate. The Legal 500 2021 names Evgeny a 'Rising Star' in the restructuring and insolvency category, highlighting his “iron grip in defence, thorough knowledge of the law, the ability to analyse vast amounts of legislation in the shortest possible time, and build a win-win strategy”.. The ranking also recognises him in the categories of dispute resolution and private client services. Chambers Europe 2021 recommends Evgeny for dispute resolution due to his experience in bankruptcy proceedings and handling commercial disputes, and emphasises that “in difficult situations, he becomes more than a lawyer. He's an adviser on how to navigate things”. The Annual Kommersant Ranking recommends Evgeny in the field of bankruptcy. In 2023, the PROBankrotstvo portal included Evgeny in its list of the 100 most influential individuals in bankruptcy.

Evgeny received a Master’s degree in Private Law with honors (LL.M) from the Russian School of Private Law.

Evgeny is a member of the Moscow Bar Association.
