Nikita Gurin, attorney-at-law at EPAM, spoke today at the Tenth International Scientific - Practical Conference "Research, Development and Application of High Technologies in Industry" (Scientific and Technological, Economic and Legal Aspects, Legal Protection and Commercialization of Intellectual Property), which was held in St Petersburg from 9 to 11 December 2010.
Academic establishments and organizations, including The Institute of Atmospheric Optics of the Siberian Branch of the Russian Academy of Sciences (RAS), The Institute of Applied Researches and Technologies, The Russian State Hydrometeorological University, and the St Petersburg State University of Waterways Communications, were behind the conference “Research, Development and Application of High Technologies in Industry”. The main focus of the Conference is to establish direct links between scientists, businessmen and governmental organizations, whilst also to analyze the status of modern Russian science and its application in industry.
Nikita Gurin delivered a paper entitled “Innovations in the Russian Law: Investing the Assets of Budgetary Institutions into Innovative Projects as a Way to Raise Finance”. Nikita spoke about the opportunities for utilizing the resources of institutions in delivering public-private partnership projects in Russia. The new opportunities for cooperation emerge in connection with Federal Law No. 83-FZ of 8 May 2010 “On Amendments to Certain Legislative Acts of the Russian Federation to Improve the Legal Status of Governmental (Municipal) Institutions” and Federal Law No. 217-FZ of 02 August 2009 “On Amendments to Certain Legislative Acts of the Russian Federation related to Creation of Business Entities by Budgetary Scientific and Educational Institutions for Practical Application (Implementation) of Intellectual Property”.
