On December 7, 2012 the draft bills creating a new concept – commissioners for entrepreneurs’ rights – were introduced to the State Duma of the Russian Federation. The draft bill Commissioner for Entrepreneurs’ Rights was prepared and advocated by the newly established law-drafting and administrative law practice at EPAM.
This draft bill is in many ways unprecedented for Russian legislation: for the first time in recent years an absolutely new government authority is being created, which stands apart from the system of executive authorities and is vested with a wide range of powers.
In this project EPA&P's team completed a full range of tasks: from drafting the bill to its fine-tuning and obtaining input from business associations, regional authorities and parliament members. The team of lawyers included Partner Andrey Porfiriev together with Associates Andrey Bashirov and Evgeny Kirienko.
“The next step is for the bill is to pass through three readings and incorporate additional amendments to strengthen the concept of the Commissioners”, says Andrey Porfiriev, Partner at EPAM.
“EPA&P has been successfully implementing landmark legislative projects. However, this project is special for us because it is our first project undertaken by the lawmaking and administrative law practice at EPAM officially established in 2012.
