Counsel Elena Agaeva, and Associate Elena Kvartnikova, attorneys at EPAM, participate as experts in working groups of Roskomnadzor of the Central and North-Western Federal Districts and in the North-Western Federal District Center of Competence in the field of "Personal Data".
Recently, the Firm's attorneys have been involved in developing the requirements and methods for the depersonalization of personal data, as well as recommendations for its proper use. The attorneys’ methodology included analysing the leading European procedures of personal data depersonalization in light of the peculiarities of Russian legislation regarding the use of cryptographic protection means.
This work is important because personal data depersonalization procedures are established only in relation to the activities of operators - state and municipal bodies. Rules are not provided for legal entities, despite the fact that such operators possess large quantities of personal data.
In addition, the Firm's attorneys are involved in reviewing draft documents, local acts and other information confirming operators’ compliance with Russian legislation on personal data.

Working groups are composed of representatives of Roskomnadzor territorial bodies, state and municipal authorities, educational institutions, professional associations of personal data operators and other specialists in the field of personal data. The work of the participants is aimed at establishing a unified practice in applying the legislation of the Russian Federation in the field of personal data, as well as the formation and promotion of new practices of control and supervisory activities in protecting the rights of the subjects of personal data
